MANILA: The Metropolitan Manila Development Authority (MMDA), together with the mayors of Metro Manila, has agreed to exempt cargo trucks carrying fuel and other essential goods from the Unified Vehicle Volume Reduction Program (UVVRP) and truck ban.

KEY TAKEAWAYS

  • What did the MMDA and Metro Manila mayors agree to do for trucks carrying fuel and essential goods?

The MMDA and Metro Manila mayors signed a resolution that will exempt trucks carrying fuel and essential goods from the UVVRP and the truck ban.
  • When will the resolution exempting trucks carrying fuel and essential goods take effect?

This will take effect only after publication in two newspapers of general circulation.
  • Per the government agency, the aforementioned was made official by a resolution. This, the MMDA shared further, was also borne out of requests from the Department of Energy (DOE) and the Department of Trade and Industry (DTI) to combat the possible negative effects of the ongoing increase in petroleum product prices

“This would ensure the unimpeded movement of energy sources and ease the mobility of goods amid the rising price of fuel products,” MMDA Chairman Atty. Romando Artes said.

Furthermore, the MMDA says that it will work closely with the DTI to determine which goods qualify as “essential.”

The implementation of the exemption for trucks carrying fuel and essential goods from the UVVRP and the truck ban, however, won’t take effect immediately. It should be published first in two newspapers of general circulation before it is enacted.

    Other MMDA developments

Apart from the aforementioned resolution, the MMDA also disclosed several developments in coordination with other government agencies.

Together with the Department of Public Works and Highways (DPWH), the MMDA is bound to continue the “Oplan Kontra Baha” flood mitigation initiative. This will include the following operations:

    • Declogging of drainage systems
    • Dredging and cleaning waterways
    • Clearing obstructions
    • Managing wastes

In preparation for Holy Week (March 29-April 5), MMDA General Manager Undersecretary Nicolas Torre III said the agency will deploy around 2,500 personnel to major roads, transport hubs, and other key areas within the National Capital Region (NCR). This measure is said to ensure public safety, traffic management, and convenience throughout Holy Week

The UVVRP, otherwise known as “coding scheme” for NCR will also see a suspension on April 1, starting at 12 noon. As a reminder, the UVVRP is automatically lifted on holidays. On Holy Week, this includes April 2 and 3, which are Maundy Thursday and Good Friday, respectively.
