25 gasoline stations flagged after large scale fuel marking drive in Luzon
Pumps sealed pending confirmatory tests
MANILA: A total of 25 fuel stations were flagged in the initial scale fuel marking enforcement drive across Luzon.
KEY TAKEAWAYS
Why were 25 fuel stations in Luzon flagged and sealed by the BIR?
The stations failed field-test results during a fuel marking enforcement drive, signaling potential tax non-compliance involving gasoline, diesel, or kerosene. The Bureau of Internal Revenue (BIR) inventoried the fuel and sealed the dispensing pumps pending confirmatory testing. How can non-compliant fuel stations unseal their pumps and resume operations?
If confirmatory testing proves non-compliance, the BIR determines the applicable taxes and penalties. Fuel station operators must fully settle these liabilities and request a corrective marking of the affected petroleum products to unseal their pumps and inventories. In line with this, the Bureau of Internal Revenue (BIR) inventoried the affected fuel and sealed the corresponding dispensing pumps while waiting for confirmatory testing and further action under existing rules.
Further, the bureau shared that the operations, which started last August 17, is set to continue for several weeks—with enforcement teams deployed across the region. They are being conducted in coordination with the Bureau of Customs.

In a statement, the BIR explained that the fuel marking serves as one of the agency’s enforcement tools for detecting possible tax non-compliance involving gasoline, diesel, and kerosene.
Products that failed field-test results need to undergo the prescribed inventory, sealing or padlocking, and confirmatory testing procedures, BIR added.
If proven to be non-compliant, the BIR will determine the applicable taxes, penalties, and other amounts due.
Upon settling the applicable tax liabilities and other amounts due, taxpayers may request corrective marking of affected petroleum products for the unsealing of their pumps and inventories.

“This is not a one-time operation. We will continue using Fuel Marking and our other enforcement tools wherever the risk of tax leakage is high, and we will expand these operations to other parts of the country,” Mendoza added.
