LTO-NCR-West chief warns district heads to get rid of fixers

MANILA: The chief of the Land Transportation Office-National Capital Region-West (LTO-NCR-West) urged the agency's district heads to regularly remind and inform employees of their anti-fixing policy.

LTO-NCR-West Director Roque Verzosa III issued the directive in a memorandum to district heads and employees in response to complaints about the proliferation of fixers in their workplaces.

“Please be reminded of our policy on anti-fixing and other corrupt activities as enshrined in RA 9485 (Anti-Red Tape Act of 2007), as amended by RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018),” Verzosa stated in the memorandum.

He instructed all district heads to submit a report on the policy's compliance every first Monday of the month after conducting routine inspections of their offices and their vicinity to guarantee compliance.

Verzosa said that the regional office will perform random inspections, and anyone caught involved in any fixing activity will face the full extent of the law.

“Any person found to be involved in any kind of fixing activity shall be charged with the appropriate administrative and/or criminal actions,” Verzosa stated.

Verzosa emphasized the need to step up the anti-fixer campaign because these behaviors tarnish the LTO's reputation.

“Iwasan ang reklamo mula sa publiko. Dapat walang fixer sa LTO. Protektahan ang imahe ng ating ahensya (Let’s avoid complaints from the public. There should be no fixers in LTO. Let us protect the image of our agency),” he said.

Verzosa also issued a public warning to not support or conduct business with fixers as this would encourage more people to become involved and offer their services.

He said that the public should not trust fixers because the agency has previously recorded several instances of fixers running with victims' hard-earned money.

“We encourage the public not to engage in such kinds of illegal activity, as dealing with fixers will only get you into trouble,” Verzosa stated. “There are many disadvantages if one deals with fixers.”
