Metro Manila cities to implement single ticketing system

MANILA: The Metro Manila mayors approved its implementation of the single ticketing system during the Metro Manila Council meeting held recently at the MMDA's new office in Pasig City.

    Its acceptance and adoption will also aid in addressing various arresting practices, fine payments, license and plate redemption, as well as the inconsistent application of traffic regulations that confuse drivers and cost money and productive time.

    The resolution further warned that if left neglected, it would cause turmoil, affecting the general population.

    According to MMDA Chairman Atty. Don Artes, the single ticketing system would make it easier for drivers who have been pulled over to make their traffic-related fine payments wherever they are, regardless of the city in which they were stopped.

    “This is a historic moment for all of us because after more than twenty years, Metro Manila is finally adopting the single ticketing system that will highly benefit our motorists,” he said.

    "The single ticketing system would help avoid confusion among our driving public, as well as option to pay electronically for their violations. Driver's license will also not be confiscated during apprehension," he added.

    The most frequent traffic infractions that will be punished uniformly across all Metro Manila local government units are stated in the Metro Manila Traffic Code of 2023, which will serve as the system's manual:

    • Disregarding traffic signs.
    • Illegal parking (attended and unattended).
    • Number coding UVVRP.
    • Truck ban.
    • Light truck ban.
    • Reckless Driving.
    • Unregistered motor vehicle.
    • Driving without license.
    • Tricycle ban.
    • Obstruction.
    • Dress code for motorcycles.
    • Overloading.
    • Defective motorcycle accessories.
    • Unauthorized modification.
    • Arrogance/Discourteous conduct (driver).
    • Loading and Unloading in Prohibited Zones.
    • Illegal counterflow.
    • Overspeeding.
    • Seat Belts Use Act of 1999.
    • Child Safety in Motor Vehicles Act.
    • Mandatory Use of Motorcycle Helmet Act.
    • Children's Safety on Motorcycle Act.
    • Anti-Distracted Driving Act.
    • Anti-Drunk and Drugged Driving Act.

    The Land Transportation Management System (LTMS) of the LTO is another need that is covered by the MMTC.

    It was also decided at the meeting that the MMDA would pay for the hardware and IT requirements needed for the LGU's integration with the LTMS to go out smoothly and simultaneously. Additionally, the LGUs will adopt rules that unify sanctions for recognized common traffic violations and create a separate ordinance for traffic-related offenses not covered by the traffic code.
