Dry run for single ticketing system in Metro Manila to happen next month

MANILA: The Metropolitan Manila Development Authority (MMDA) plans to conduct a dry run for the single ticketing system in the first or second week of April.

KEY TAKEAWAYS

  • Which Metro Manila cities have expressed their readiness for the dry run?

The Metro Manila cities that have expressed their readiness for the dry run are San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila, and Caloocan.
  • On which violations do the LTO and MMDA plan to establish uniform and clear guidelines?

LTO said in a statement that the single ticketing system will establish uniform and clear guidelines for violations like disregarding traffic signs, illegal parking, reckless driving, driving without a license, driving an unregistered vehicle, overspeeding, illegal counterflow, number coding violations, and obstruction.
  • MMDA Acting Chairman Don Artes announced that seven local governments in Metro Manila had confirmed they were ready for the dry run. San Among them are San Juan, Muntinlupa, Quezon City, Valenzuela, Parañaque, Manila, and Caloocan.

“The single ticketing system across Metro Manila is nearing full implementation. There is a need to conduct a dry run to increase public awareness,” Artes stated during the Metro Manila Council (MMC) meeting yesterday, March 2.

The Metro Manila Traffic Code of 2023, which calls for a system of connectivity among government agencies involved in the transportation and traffic management in Metro Manila and uniform fines and penalties, was approved by the local chief executives of Metro Manila, who then adopted the single ticketing system.

A memorandum of agreement (MOA) on connectivity with LGUs and a data privacy agreement were drafted by the Land Transportation Office (LTO), according to Artes.

MMC President and San Juan City Mayor Francis Zamora pointed out the importance of a single ticketing system, saying that it “will highly benefit our motorists because they have the option to pay through online channels for their violations.”

It will be easier for traffic violators in the National Capital Region to pay their fines under the single ticketing system through Bayad Centers located across the country or through mobile apps.

The meeting was also attended by Pasig City Mayor Vico Sotto, Muntinlupa City Mayor Ruffy Biazon, Valenzuela City Mayor Weslie Gatchalian, Pasay City Mayor Emi Calixto-Rubiano, Malabon City Mayor Jeannie Sandoval, and Pateros Mayor Miguel Ponce III.

Artes also alluded to the possibility of terminating the Unified Vehicular Volume Reduction Program or number coding scheme on March 6 due to the upcoming week-long transport strike.

He said that if the transport strike pushes through next week, the MMDA will deploy buses and ferry to service stranded commuters. The MMDA will work together with the Department of Transportation (DOTr) and Department of Interior and Local Government (DILG) on the issue. Artes added that the announcement on the possible number coding scheme suspension will be made today.

The transport strike will take place from March 6 to 12 as a protest against the government's public utility vehicle modernization program (PUVMP).
