LTFRB issues SCO vs. 19 ride-hailing firms for not following fare hike

MANILA: The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a show cause order (SCO) on 19 transport network companies (TNC) providers for not following the government-approved fare increase.

KEY TAKEAWAYS

  • What is the new TNVS base fare?

Under the approved adjustment implemented on September 28, the base fare increased to P65 from P45 for sedans, P75 from P55 for AUVs, P55 from P35 for hatchbacks, and P165 from P145 for premium TNVS.
  • When will the LTFRB hear the case?

The hearing is scheduled for October 7, 2026.
  • In a statement, the agency—under the leadership of Acting LTFRB Chairman Atty. Greg Pua, Jr.—shared that it summoned platform providers of ride-hailing services following complaints of ride-hailing drivers over the effects of not implementing the adjustment for transport network vehicle service (TNVS).

    Other stories:

“Maaring magtaka ang ating mga kababayan na bakit kailangan pa nating ipatawag ang mga TNCs na ito at hindi na lang ipagpasalamat natin na hindi nagtaaas ng pamasahe ang TNVS (Our fellow citizens might wonder why we still need to summon these TNCs instead of simply being grateful that TNVS fares haven't been raised),” Pua was quoted as saying.

To recall, the LTFRB implemented the fare increase for public utility vehicle, which include the following movements in the base fare:

    Vehicle type

    Previous base fare (in Peso)

    New base fare (in Peso)

    Sedan

    P45

    P65

    All utility vehicle

    P55

    P75

    Hatchback

    P35

    P55

    Premium

    P145

    P165

But the TNCs reportedly did not implement the fare hike and opted to stick to the old fare system.

“Para sa kaalaman ng lahat, ang TNVS partner po ang gumagastos sa gasolina at diesel, at hindi ang mga TNCs. Kaya kapag hindi na-implement ang fare increase para sa kanila, sila po ang maaapektuhan at hindi ang mga TNCs (For everyone's information, it is the TNVS partner who shoulders the cost of gasoline and diesel, not the TNC. Therefore, if the fare increase for them is not implemented, they are the ones who will be affected, not the TNC),” he explained.

He also said that not following the adjustment defeats the intent of the approval of the fare increase, which is to assist all those in the public transport sector, including those in the TNVS.

In the signed order, the agency asked the TNC to explain in writing why their authority to operate should not be suspended or cancelled for defying the LTFRB order.

“The Respondent-TNCs are hereby directed to show cause in writing within three (3) working days from receipt hereof why their respective TNC Accreditations should not be suspended or cancelled for the alleged failure to adjust and implement the approved fare rates for TNVS,” the order read, adding that the

The hearing was scheduled on October 7.

“Failure on the part of the respondent to appear before the Hearing Officer and file an Answer, shall be considered as a waiver on its part to be heard and shall cause the imposition of a penalty,” the LTFRB Order read.
