LTO addresses certificate of registration delay

MANILA: Motor vehicle owners are currently experiencing interruption in getting their official certificates of registration (CR) due to lack of security paper.

In a statement, the Land Transportation Office (LTO) said that the interruption was caused by the delivery delays from the National Print Office.

To address the concern, the LTO issued Memorandum Circular MVL-2026-4911, which allows the usage of temporary CR. This formal communication, the agency noted, is eyed to ensure the uninterrupted delivery of public service and maintain operational continuity.

As stated in the post, the issuance and use of temporary CR will be strictly regulated and serve as provisional documents until the official versions (printed on security paper) become available.

LTO mentioned that the directive covers all New Registration Units (NRUs), Authorized District Offices, and District/Extension Offices processing new registrations are covered by this directive.

The LTO highlighted its commitment to preserving accountability and control over all accountable forms during this period.

“Rest assured, the LTO is dedicating all its efforts to expedite the resolution of the Security Paper supply issue. Once the official Security Paper CRs are available, all concerned offices will prioritize the printing and release of these documents, corresponding to previously issued Temporary CRs,” the agency noted.  

“Registered owners and authorized representatives will be promptly notified of the availability and release of their official CRs. The LTO deeply appreciates the public's understanding and cooperation as it navigates this temporary challenge to uphold efficient and reliable service,” it added.

In October 2025, Zigwheels Philippines reported LTO's plan to implement a policy regarding the issuing of a brand-new motor vehicle’s CR and the corresponding official receipt — along with its license plates — on the same day when the unit is turned over to its owner.
