LTO and MMDA push for single ticketing system in Metro Manila

MANILA: To standardize traffic violations and associated penalties, the Land Transportation Office (LTO) and Metropolitan Manila Development Authority (MMDA) are recommending a single ticketing system (STS) in the National Capital Region (NCR).

The discussion of the STS proposal happened during the third meeting of the Technical Working Group (TWG) on Tuesday.

LTO said in a statement that the STS will establish uniform and clear guidelines for violations like disregarding traffic signs, illegal parking (attended and unattended), reckless driving, driving without a license, driving an unregistered vehicle, overspeeding, illegal counterflow, number coding violations, and obstruction.

“Inilatag din sa pulong ang mahigpit na pagpapa-iral ng tricycle ban lalo na sa national highway at kaukulang speed limit ng mga ito, gayundin ang truck ban at light truck ban (Also discussed in the meeting was the implementation of tricycle ban especially on national highways and their speed limits, as well as truck ban and light truck ban),” LTO stated.

The MMDA, on the other hand, wants to add violations such as failure to wear a helmet of motorcycle riders or use of substandard helmets.

“Sa ngayon ay isinasapinal pa ng mga miyembro ng TWG ang makatwirang halaga ng multa na ipapataw sa mga hindi sumusunod sa batas trapiko (Members of the TWG are currently finalizing the fines to be issued to traffic violators),” LTO said.

Once completed, a public consultation will be held before the STS guidelines are put into effect.

“Lahat po ng stakeholder ay ikokonsulta at ikokonsidera po lahat ng mga rekomendasyon, agam-agam at kung ano pa man para po ma-implement natin nang maayos itong programa natin (All of the stakeholders will be consulted and their recommendations, concerns, and everything else will be considered for the proper implementation of our program),” LTO Chief Jose Arturo Tugade stated.

Despite the struggles, Tugade stated that they want to legally handle all concerns and start the implementation next year with support from the general public.
