NCAP to returns to NCR next week

MANILA: Months after the Supreme Court lifted its temporary restraining order, the city governments of Metro Manila have announced they will implement the Non-Contact Apprehension Policy (NCAP) starting Monday, October 5, 2026.

Per various materials posted by local government units, the NCAP will be implemented with the standardized matrix of traffic fines and penalties as detailed in the Metro Manila Traffic Code of 2023. The aforementioned also imposes standardized traffic rules and other related procedures.

Furthermore, one can also check the Metropolitan Manila Development Authority’s (MMDA) “May Huli Ka” system, which is accessible through the said entity’s official website. Notices of violations will also be sent to an erring motorist’s email address.
For the unaware, the NCAP will utilize closed-circuit television (CCTV) cameras that are touted to have high-definition video capture. These will monitor key areas around the metro 24 hours a day, seven days a week.

Nevertheless, the system will not be wholly dependent on AI. Instead, it will still have manual review by human personnel to validate captured video to prevent false positives.
As of this publishing, city governments that have already posted about the re-implementation of NCAP include Muntinlupa City, Quezon City, San Juan City, City of Manila, Paranaque City, and Valenzuela City.
