HEVs now included in PH TNVS allocation

MANILA: Hybrid electric vehicles (HEVs) are now included in the new allocation for electrified transport network vehicle services (TNVS).

Based on Memorandum Circular 2026-107 issued by Department of Transportation Acting Secretary Greg Pua Jr., HEVs have been included in the 7,500 slots allocated for the National Capital Region, 1,200 of which will be solely allocated for electrified vehicles (xEVs).

According to the order, allowing hybrids to be part of the additional slots allotted for TNVS will “maximize their utilization, address continuing passenger demand, and broaden the electric vehicle options available to TNVS operators.”

The order took effect today, September 30.

For his part, Toyota Motor Philippines Senior Vice President for Marketing Division Sherwin Chualim welcomed the latest development “as it would offer customers wider electrified options in their day-to-day journey in the metro.”

“I believe this move opens more opportunities for stakeholders—automotive distributors, transport operators and TNVS drivers—to improve our public transportation system,”  Chualim told Zigwheels Philippines in an interview.

Earlier, TMP expressed the need to open the allocation to hybrids, as these also form part of the government-recognized electrified vehicle models in the country.

“Republic Act No. 11697, or the Electric Vehicle Industry Development Act (EVIDA), recognizes HEVs as part of the EV classification. Furthermore, the Electric Vehicle Incentive Strategy (EVIS) also includes HEVs as part of the country’s vehicle electrification strategy,” the company noted.

Additionally, TMP is confident in the fuel-saving capabilities of compact internal combustion engines.

“We also believe modern low-displacement engine technologies in today’s compact ICE vehicles have significantly improved in terms of fuel efficiency and reducing emissions. Including these vehicles in the options can benefit both the operators and the riding public,” it explained.
