MMDA supports LGUs in implementation of NCAP amid calls for suspension
MANILA: The Metropolitan Manila Development Authority (MMDA) expressed its support to the implementation of the no-contact apprehension policy (NCAP) by some local government units (LGUs) in the National Capital Region (NCR).

MMDA Acting Chairperson Carlos Dimayuga III claimed that “empirical evidence” from their own NCAP demonstrated that the policy remains to be “an effective force multiplier” for its traffic enforcers and has raised public awareness and adherence to existing traffic regulations.
“There is no doubt that the same experience is true for the Metro Manila LGUs,” Dimayuga stated.
Dimayuga also said that the issues surrounding the NCAP might be the subject of “future collaborative and constructive discussions with stakeholders.”
“The MMDA endeavors to strike a sustainable balance between public interest on one hand and the traffic and transport management function of government on the other within the National Capital Region,” he added.
Quezon City Fourth District Representative Marvin Rillo recently filed House Resolution 237, which calls for an investigation into the NCAP implemented in Parañaque, Valenzuela, Quezon City, Manila, and Muntinlupa.
“There is a need to identify the issues and deficiencies behind the MMDA and LGU no-contact traffic apprehension policies to protect [the> motorists and the commuting public and prevent them from being subjected to excessive fines and penalties and be wrongfully burdened, not of the cost of violating traffic laws, rules and regulations, but of the cost of NCAP technologies of the MMDA and LGUs,” Rep. Rillo stated in the resolution.
Transport groups have also filed a lawsuit against the five Metro Manila cities and the Land Transportation Office seeking to suspend the NCAP.
