LTFRB: Independent Jeepney, UV Express cease ops after Jun. 30 unless they join cooperative 

MANILA: The Land Transportation Franchising and Regulation Board (LTFRB) said yesterday that after June 30 operators of conventional jeepneys, UV Express, and multicabs will no longer be permitted to operate unless they join a cooperative or a corporation.

The conventional jeepney franchises were extended by the LTFRB on Monday, moving the deadline from March 31 to June 30.

The LTFRB issued the memo in response to requests from numerous transportation organizations to halt the phaseout of conventional jeepneys. According to the LTFRB, operators that don't comply with the consolidation requirement risk having their franchises or certificates of public convenience (CPC) removed, in accordance with the government's Public Utility Vehicle Modernization Program (PUVMP).

According to the LTFRB, the current consolidated organization operating on the same route will automatically receive the franchises of PUV operators who choose not to join a cooperative or corporation. Operators who meet the June 30 deadline will, however, be granted a temporary license to operate till December 31.

According to the board, the PUV modernisation initiative has been put off for a long time in order to give operators time to adjust to the pandemic's negative effects and the rising cost of fuel.
The board stated that impacted operators could still take use of social assistance programs offered by the government.

“There will be mediation procedures in case of rejection in an existing consolidated entity, be it a cooperative or a corporation,” the LTFRB said.
