Below 400cc motorcycles still prohibited in Cavitex, CALAX

MANILA: Metro Pacific Tollways (MPT) South reminds motorists that they are still enforcing Republic Act 2000, or the Limited Access Facility Act, which bans the entry of motorcycles with engine displacement less than 400cc in expressways such as the Manila-Cavite Expressway (Cavitex), the Cavitex C5 Link Segment, and the Cavite-Laguna Expressway (CALAX).

The reminder came after a surge in RA 2000 violations, particularly among below 400cc motorcycles that entered the Cavitex high-speed road network in the first month of the year. A total of 273 motorcycle riders were stopped by security patrolmen in Cavitex entry points from January 1 to 31, a 295% increase over the 69 riders reported during the same month last year before. Despite the clear and noticeable “Prohibited on Expressway” signs placed at each entry point, the majority of those riders, or 83% of them, claimed to have gotten “lost.”

“Motorcycle usage experienced an uptick in 2020 when our country succumbed to the COVID-19 pandemic, and we do recognize the benefits that this development has brought – both in ride-sharing and logistics services. A reminder to our motorcycle community that Cavitex and CALAX are declared by the DOTr through their Department Order 2007-15 Designation and Declaration of all Expressways as Limited Access Facilities, and as such will only allow motorcycles 400cc and above. Expressways are high-speed road facilities, and we aim for all our motorists to be safe while using our network of toll roads, we encourage them to follow the signs and speed limits,” MPT South President Raul Ignacio stated.

MPT South advises riders of below 400c motorcycles to select the “two-wheeler” or “motorcycle” mode when using a GPS navigation app. This will save the rider from being directed to use expressways to get to their destination.

“Aside from intensifying our security and traffic operations, we will continue to reach and educate drivers through our 'Drayberks' road safety seminar that will roll out in selected communities of NCR and Calabarzon this first quarter of 2023,” Ignacio added.

Drayberks, an award-winning advocacy of MPT South, educates drivers about road safety, covering the Limited Access Facility Act. Since 2018, Drayberks has been working with key stakeholders and transport groups to share important reminders on road safety to motorists.

RA 2000 also prohibits the entry of tricycles; bicycles; overloaded, oversized, and dilapidated vehicles; and pedestrians on expressways. Any violators shall be apprehended.
