According to the LTFRB, the two companies failed to demonstrate continued motorcycle taxi operations, active participation, and compliance with the pilot study. Why did the LTFRB deny the accreditation applications of GrabBike and Dingdong RiderKo?
The LTFRB denied their applications because the two motorcycle taxi platform providers failed to meet the requirements under Section 5 of Department Order 2026-006.What is Department Order 2026-006?
Department Order 2026-006 sets out the rules governing the operation of Motorcycle Taxi Platform Providers (MTPP), including requirements for accreditation. After being allowed to operate during the pilot implementation of motorcycle taxis, Acting LTFRB Chairman Atty. Greg Pua, Jr. shared that the GrabBike and Dingdong RiderKo’s applications for accreditation were denied for not meeting the requirements stated under the Section 5 of Department Order 2026-006 (which governs the operation of the MTPP).
“The Order expressly provides that MTPPs whose previous pilot authority lapsed, expired, or was not maintained through active participation and compliance are excluded from the coverage of the Order,” Pua said, quoting the provision of the DOTr Order.

He also explained that these requirements are meant to ensure that only qualified MTPP are authorized to operate—promoting operational reliability and long-term sustainability.
“Hindi puwede na parang ningas cogon lang because what is at stake here is the interest of the commuting public (We cannot afford to lose steam halfway—like a *cogon* grass fire that flares up briefly and dies out quickly—because the interest of the commuting public is at stake here),” Pua noted.
The agency said that based on its review, it discovered that the two MTPP failed to prove continued operation of motorcycle taxi service, active participation, and compliance with the Pilot Study.
“For this reason, the Board is constrained to deny your application for accreditation as a Motorcycle Taxi Platform Provider,” the LTFRB letter to the two MTPP firms read.
Meanwhile, Pua advised all MTPP to comply with requirements set by the DOTr and LTFRB in exchange for their operation, noting that the authority to operate is not a right but a privilege that comes with obligations that must be complied at all times.
