EV Love: list of HEV models recognized by DOE
HEVs organized per brand including ones that aren’t out yet
Previously, Zigwheels Philippines shared the classifications of new energy vehicles (NEVs) currently recognized by the Department of Energy (DOE).
KEY TAKEAWAYS
What are the main classifications of new energy vehicles under the Department of Energy?
Per DOE, the main NEV classifications are battery electric vehicles, hybrid electric vehicles, and plug-in hybrid electric vehicles. What does the “M1 motor vehicle category” mean in the DOE NEV list?
Under the DOE NEV list, the “M1 motor vehicle” are cars that has a gross vehicle weight ranging from 2,000 kilograms to 5,000 kg.To summarize, there are three main classifications organized by powertrain type. There are battery electric vehicles (BEV), hybrid electric vehicles (HEV), and plug-in hybrid vehicles (PHEV).
Per the DOE, HEV models belong to the “M1” motor vehicle category. These are all passenger vehicles with a gross vehicle weight ranging from 2,000 kilograms (kg) to 5,000 kg. Currently, the DOE has not listed any HEV models that are light or are heavier than the M1 motor vehicle category.
In our first EV love story, we likewise described what an HEV is. To recall, these are vehicles that use both an internal combustion engine and an electric motor. Additionally, they can be recharged using the engine or a regenerative braking system, while lacking a charging port, unlike PHEV units.
Screenshot from Department of EnergySo, which HEV models are recognized by DOE? We’ll list them all down here per brand. Do take note, however, that some of these are not yet sold in the local market. As such, we’ll mark the aforementioned with an asterisk (*).

Final thoughts
As a reminder, the DOE list is ever-changing, and it may add or remove nameplates for various reasons. More brands might discontinue some of those listed above in the near future. On the flip side, some marques might decide expand their HEV offerings in the country in the future, thus increasing the number of HEV models on the said list.
With regard to the list we’ve provided above, however, it is accurate as of the writing of this article.
Additionally, the list does not include “mild hybrid” models. This, of course, stems from what is defined as an “HEV” under the Electric Vehicle Industry Development Act (Republic Act No. 11697).
