ARTA: LTO gets most number of complaints in Q1 2026
90 percent of these complaints are already resolved
MANILA: The Land Transportation Office had the most complaints among national government agencies for the first quarter of 2026. The aforementioned was reported by Anti-Red Tape Authority (ARTA) Secretary Ernesto Perez during a recent press briefing organized by the Presidential Broadcast Staff, Radio Television Malacañang (RTVM).

Additionally, Perez clarified that most complaints that ARTA receives have already been addressed. This applies to all reports that the agency receives, not just from the LTO.
“Almost 90 percent of the cases filed with us are already resolved. Meaning closed. Kami kasi sa ARTA [because we are here at ARTA>, as soon as we receive a complaint, rinerefer agad natin ang mga ito sa [we immediately refer these to the> Committee on Anti-Red Tape,” Perez added.

Most of the complaints, as Perez further discussed, have to do with delays in applications, the imposition of additional requirements, and violations of the ARTA Citizens’ Charter.
Interestingly, the LTO was previously ranked the number three “most complained about agency” in ARTA’s list. The previous agency that received the most complaints (as of December 2025) was the Food and Drug Administration.
On the one hand, Perez shared that the overall number of complaints that ARTA has been receiving has been decreasing. This is linked to the agency’s proactive stance in keeping service efficiency in tip-top shape. The ARTA secretary also mentioned digitalization, which he says has greatly improved the services of government agencies.
Notably, the LTO has also initiated its own measures to combat red tape. To be more exact, it has been fighting fixers over the years. More recently, it has already addressed the delays in the issuance of official Certificates of Registration (CR) of vehicles, as well as the rollout of the updated guidelines for the utilization of the “seatbelt fund.”
Last year, the agency also attempted to impose a “same-day” release window for a vehicle’s Official Receipt (OR), CR, and license plate.
More recently, the LTO, under the leadership of Assistant Secretary Markus Lacanilao, has also introduced the “iReport Mo Kay LTO Chief” program, which helps streamline the reporting of complaints not just about the agency’s services but also about corruption, fixers, and erring motorists.
