MANILA: In a bid to speed up sustainable mobility adoption in the Philippines, Green Xentro has launched the initial 2,500-unit fleet of fully electric (BEV) taxis in Rizal province.

Such a development is the result of the memorandum of understanding between Xentro Group and Green GSM signed in October 2025. Per Green GSM, the initial plan was only 2,000 but has grown to 2,500 to reflect the growing operational confidence and long-term commitment from both parties.

The rollout in Rizal is the initial phase of implementation, with further expansion to be conducted across the National Capital Region and nearby locations.
Under the initiative, Green Xentro will spearhead on-the-ground execution, oversee operations, driver management, and local market adaptation.
Meanwhile, Green GSM shall provide an integrated electric mobility platform covering full electric vehicles, technology infrastructure, and standardized service protocols. This platform shall ensure operational consistency at scale, offering real-time fleet monitoring, centralized safety management, and consistent service delivery standards.
The vehicles that will form part of the rollout will come with the following technologies connected to a round-the-clock monitoring center:
- Global positioning system trackers
- Closed circuit television and dashboard cameras
- Panic buttons
In addition, all vehicles shall be covered with comprehensive insurance policies.
On the passenger side, commuters can expect a reliable and predictable travel experience, standardized service quality, and fully electric, air-conditioned vehicles. Payments can be done via cash or digital transactions, and the rides can be accessed via street hailing or the Green GSM mobile app.
Moreover, drivers earn their keep through a salary system (with performance-based incentives and statutory benefits) and are given structured training programs focused on safety, service quality, and electric vehicle operations to boost professional standards in the transport sector.
“We see this as a long-term investment in building a transport system that is more reliable, more structured, and better aligned with the needs of Filipino communities. By combining electric vehicles with a professional driver model, we are creating a service ecosystem that elevates everyday journeys while also improving the quality of livelihoods for drivers. Over time, we believe this approach can help set a new standard for public transport one that balances efficiency, sustainability, and human-centered service,” Green Xentro Chief Executive Officer Noel Ignacio said.
For his part, Green GSM Southeast Asia Managing Director Dao Quy Phi shared that the move is not just a mere fleet deployment system.
“It represents the early stage of a scalable model where strong local partners lead market execution, while Green GSM enables growth through a unified electric mobility platform,” he noted.
“We believe this approach can unlock a more practical pathway to green mobility—one that is not only scalable, but also adaptable to the realities of emerging markets. By combining global standards with local expertise, we aim to accelerate adoption in a way that is both commercially viable and operationally sustainable over the long term,” the executive explained.
