Toyota Mobility Foundation expands HEAL Program with mobile clinic introduction

MANILA: The Toyota Mobility Foundation (TMF), Toyota Motor Philippines Foundation (TMP Foundation), and the University of the Philippines-Philippine General Hospital (UP-PGH) have expanded the Healthcare Mobility for All (HEAL) program with the introduction of the Mobile Clinic initiative.

    Under the aforementioned initiative, two Toyota Coaster units were converted into mobile clinics. The first one is already deployed in Ternate, Cavite — ready to serve some 28,000 residents.

    Stationed at the Municipal Health Office in Ternate, the clinic on wheels guaranteed that patients can receive essential diagnostics near their area — reducing travel by nearly 100 kilometers per visit (when accounting for a round-trip journey).

    Additionally, the deployment of the mobile clinics also enabled routine diagnostics to be performed within the community — reserving the resources at UP-PGH main facility for more complex cases and reducing unnecessary trips to Manila.

    Meanwhile, the local government of Ternate will provide essential infrastructure and utilities to the mobile clinics — including power supply, patient waiting areas, and ambulance access.

    For the part of UP-PGH, the government hospital — through its Community Health and Development Program — will supply and oversee the medical teams responsible for operating the Mobile Clinic.

    To note, the HEAL Mobile Clinic was launched last December 19 and immediately offered Chest X-ray and Electrocardiogram (ECG) services. Laboratory diagnostics, on the other hand, will be introduced in a subsequent phase as the Mobile Clinic progresses toward full service capability.

    Aside from the two imaging services, each Toyota Coaster unit is designed to also have key diagnostic services namely:

    • Hemoglobin A1c (HbA1c)
    • Urinalysis
    • Complete Blood Count (CBC)
    • Lipid profile
    • Fasting Blood Sugar Test (FBS)/Random Blood Sugar Test (RBS)
    • Creatinine

    Relatedly, the second mobile clinic is set to be deployed in New Clark City, Tarlac.

    To further enhance efficiency, TMF is introducing a digital self-check-in system for both Mobile Clinics to help ensure that patients are accommodated promptly and by better matching the demand and available capacity of the clinic.

    This will also utilize an automated booking confirmation system to allow patients to be notified of their appointments in advance, streamlining patient flow, reducing waiting times, and supporting more coordinated clinical operations.

    “Through the Mobile Clinic initiative, we are demonstrating how mobility can enable more inclusive and equitable access to healthcare. By bringing essential diagnostic services directly to communities, we aim to reduce the barriers that prevent so many individuals from seeking timely care—whether those barriers are distance, cost, or limited service availability,” TMF Executive Program Director Pras Ganesh mentioned.

    “Our hope is that this model not only supports patients today but also contributes to a broader understanding of how community-based healthcare delivery, including through the use of digital technologies for efficiency, can evolve in the years ahead. This effort reflects TMF’s commitment to building practical solutions that uplift people’s well-being and expand access to healthcare opportunities through the power of mobility,” he added.

    For his part, TMPF President Jose Maria Aligada assured that the mobile clinic component is ready to serve indigent communities in Cavite. “The months of preparation allowed us to witness firsthand how combined solutions for mobility and public health are urgently needed at the grassroots level.”

    “We value this collaboration with TMF and UP-PGH, which has consolidated our respective expertise, actively supports nation-building, and positively impacts the quality of life for the Filipino people," the executive noted.

    Lastly, PGH Director Dr. Gerardo Legaspi, Director shared Aligada’s sentiments, saying that the mobile clinic “supports communities by capacitating local primary healthcare efforts, bringing diagnostic capabilities and appropriate technology closer to where patients live.”

    “By introducing these tools at the community level, the initiative helps jumpstart local healthcare programs and supports communities as they work toward greater self-reliance in addressing their healthcare needs. Through this approach, UP-PGH is able to extend its expertise beyond the hospital while working alongside local partners to encourage more sustainable, community-based care.”

    To recall, the company  already deployed Toyota Tamaraw Utility Van (UV) units as shuttles for PGH healthcare workers that are designed to aid them with their daily commute — especially for those assigned on night shifts or early morning shifts.
