MANILA: The Department of the Interior and Local Government (DILG) has reiterated that government vehicles (those with red plates) are prohibited from use on weekends and holidays.
KEY TAKEAWAYS
Which government agency issued the memorandum against unauthorized government vehicle use?
The DILG issued a memorandum prohibiting unauthorized use of government vehicles. The aforementioned was detailed and reinforced by the government agency through Memorandum Circular No. 2026-011, issued on February 6, 2026. On the said memorandum, the prohibition of use of government vehicles on non-workdays covers “all provincial, city, municipal, and barangay elected and appointed officials.”
Likewise included in the memorandum’s parameters is the DILG Central Office, as well as regional and field personnel, officials, and employees of DILG-attached agencies, the Philippine National Police, Bureau of Fire Protection, and the Bureau of Jail Management and Penology - among others.
In connection with this newly issued memorandum, the DILG stated that compliance with existing rules should be followed to the letter. The said issuance, after all, is rooted in existing legislation, particularly Republic Act Number 6713 or “The Code of Conduct and Ethical Standards for Public Officials and Employees,” Administrative Code of 1987, and many other previous circulars issued by the Commission on Audit.

Use of government vehicles is only permitted on non-workdays when a vehicle is used in connection with an official function or duty.
As the agency further argued, the strict prohibition on using government vehicles on weekends and holidays prevents “unnecessary public expenditure.”
The DILG further stated that government vehicles were acquired to effectively render public service. As such, the unauthorized usage of these vehicles clashes with the accountability, integrity, and modest living - qualities that are expected of public servants.
On a related note, those found to have committed unauthorized use of government vehicles will be subject to criminal and/or administrative liability.
